What is the cleanout for and why does the plumber ask about it first?

It is the access point into the lateral, and without one the camera and the cable have no way in short of pulling a toilet. Every diagnosis starts there. If a house lacks an accessible cleanout, installing one is usually the first item on the work order.

Will a backup damage the pipe itself?
