Why does my drain run slower during wet weather?

Groundwater is getting into the lateral through cracks or open joints and using up the capacity meant for the house. That is called infiltration, and it is a defect rather than a nuisance. A camera run while the ground is wet shows exactly where the water comes in.

Does a high water table change how a sewer repair is done?

It can. An open trench in wet ground may need dewatering, which adds time, and that is one reason lining an intact pipe is often preferred here. The camera footage decides whether lining is even an option.
