What a pro does

Repair or replace is the real question on a water heater call, and a plumber wants evidence before answering it. Age comes off the serial number rather than off memory. The anode rod comes out for a look, since a rod that's eaten away means the tank has been protecting itself with bare steel for some time already. On gas units the vent gets checked along with the burner, because a heater in a Georgia garage or an interior closet has to draft properly and a blocked flue is a safety matter before it's a hot water matter. Electric units get their elements and thermostats tested individually, which is what separates a dead upper element from a tank that's simply full of sediment. A flush pulls out what's settled on the bottom, though on a tank that has never been flushed the sediment sometimes comes out in pieces rather than in suspension. If the shell is weeping anywhere, there's no repair to make. Replacement then brings the pan, the drain line, and the expansion side into scope so the new unit isn't installed into the same conditions that finished the last one.

It depends on which part failed. A thermostat, an element, or a thermocouple is a straightforward fix at nearly any age. Rust at a seam or a wet ring under the unit means the steel has gone, and no part addresses that, so the money is better spent on the replacement.
It removes the mineral layer settling on the tank bottom, which otherwise insulates the burner from the water and eats into the volume of hot water you get. On well water with iron or hardness in it, that layer builds faster, so tanks in rural homes benefit more than most from the habit.
Usually either genuine overpressure or a valve that's no longer seating after years of sitting untouched. Pressure is the more serious of the two, and it can come from a thermal expansion problem on a closed system, so it gets measured rather than assumed. A dripping valve is never something to simply cap off.
A working pan under it and a drain line from that pan that goes somewhere sensible. Attic platforms are common in Georgia slab homes, and the difference between a small mess and a ruined ceiling is entirely whether that pan and its line are intact.
